Catenaa, Tuesday, September 22, 2026- Hong Kong plans to implement central bank digital currency settlement and round-the-clock operations under EnsembleTX by around year-end, extending its push to move tokenized finance beyond banking hours.
The timetable was included in Hong Kong Chief Executive John Lee’s 2026 Policy Address, delivered September 16.
The Hong Kong Monetary Authority has been developing EnsembleTX as the real-value pilot phase of Project Ensemble.
The system allows banks and other market participants to conduct transactions involving tokenized Hong Kong dollar deposits and digital assets.
Under the plan, EnsembleTX will gain a CBDC settlement mechanism alongside 24/7 operating capability by around the end of 2026.
The development could allow tokenized deposits to settle continuously using tokenized central bank money rather than waiting for conventional payment systems to reopen.
HKMA documentation presented to Hong Kong lawmakers in May said the pilot environment would be progressively upgraded for this purpose.
The authority has not announced a specific launch date or said that the year-end milestone represents unrestricted commercial deployment.
Hong Kong’s Policy Address also linked digital currency infrastructure to after-hours derivatives trading.
The Hong Kong Exchanges and Clearing group is working with the HKMA on a wholesale CBDC payment solution for derivatives transactions outside conventional settlement hours.
Real-value transactions under that initiative are targeted for 2026.
The government is also preparing tests involving tokenized Exchange Fund Bills before year-end.
Hong Kong has more than HK$1.3 trillion in Exchange Fund Bills, giving banks a large pool of liquid securities that could eventually operate within tokenized markets.
Project Ensemble began in 2024 as an HKMA-led program testing how tokenized assets, commercial bank deposits and central bank money could work together.
The project initially operated through a sandbox using experimental tokenized deposits.
Trials covered investment funds, bonds, treasury management, trade finance and other financial activities.
The HKMA moved the project into its real-value phase, called EnsembleTX, in November 2025.
Participating institutions can now use tokenized deposits to settle transactions involving tokenized assets within the controlled pilot environment.
Seven banks were identified as tokenized-deposit banks when EnsembleTX entered the pilot phase.
They include Bank of China Hong Kong, China Construction Bank Asia, Fubon Bank, Fusion Bank, Standard Chartered Hong Kong, Bank of East Asia and HSBC.
Those institutions can issue tokenized deposits to customers and conduct interbank settlement through EnsembleTX in real-value transactions.
The present system still relies partly on Hong Kong’s existing real-time gross settlement infrastructure.
Moving settlement into tokenized central bank money would take EnsembleTX closer to an infrastructure where the asset and payment sides can operate continuously.
The move addresses one of the basic mismatches between blockchain-based financial markets and conventional banking infrastructure.
Digital assets can trade at any hour, including weekends and public holidays.
Traditional settlement systems generally retain operating windows, creating periods when a transaction can be agreed but final cash settlement must wait.
A 24/7 central bank money layer could reduce that gap.
It could also allow banks to manage liquidity and collateral more continuously as tokenized securities markets expand.
The technology may be particularly useful for delivery-versus-payment transactions.
In such transactions, ownership of a tokenized security and the payment for it can be coordinated so that both sides complete together.
That reduces the period during which either party has delivered one side of a transaction without receiving the other.
CBDC settlement also differs from the use of privately issued stablecoins.
Tokenized central bank money represents a liability of the central bank, while tokenized deposits remain liabilities of commercial banks.
Hong Kong is developing both models alongside a regulatory system for stablecoins.
HKMA Deputy Chief Executive Howard Lee said in a May speech that EnsembleTX remained a transitional stage toward a more digitally native financial system.
Lee said the immediate next phase involved supporting the settlement of tokenized deposits in CBDC, allowing continuous 24/7 settlement.
He also identified interoperability as one of the largest obstacles facing tokenized finance.
Separate tokenized systems operated by different institutions could create isolated networks unless common technical standards allow them to communicate.
The HKMA has developed an Ensemble Interoperability Layer intended to connect tokenized assets and deposits issued across different platforms.
HKMA Chief Executive Eddie Yue has also described Project Ensemble as part of Hong Kong’s effort to build infrastructure capable of handling real-value digital transactions.
The authority has increasingly shifted its work from laboratory trials toward transactions involving actual money and assets.
Hong Kong’s year-end target places EnsembleTX among the more advanced central bank-backed attempts to connect tokenized commercial bank money with CBDC settlement.
The immediate change is not a retail digital Hong Kong dollar for everyday consumers.
Instead, the project concentrates on wholesale financial infrastructure used by banks and institutional market participants.
The distinction matters.
Hong Kong is testing whether central bank money, bank deposits and tokenized assets can operate together continuously without abandoning the regulated banking structure behind them.
If the planned upgrade proceeds around the end of 2026, EnsembleTX would move another step beyond blockchain experimentation.
It would put real-value tokenized transactions, tokenized bank deposits and central bank settlement onto infrastructure designed to operate around the clock.
