Catenaa, Sunday, July 26, 2026- South Korea’s central bank is significantly expanding its central bank digital currency (CBDC) programme, increasing participation to as many as 500,000 users as it prepares to test whether programmable digital money can evolve from a pilot project into part of the country’s everyday financial infrastructure.

The second phase of Project Hangang, scheduled to begin in September, will introduce new payment features, additional banking partners and the first distribution of government subsidies using programmable deposit tokens.

The expansion positions South Korea among the world’s most advanced economies testing practical CBDC applications while highlighting a widening policy divide between countries embracing state-backed digital currencies and those favouring private-sector alternatives.

The second phase of the Bank of Korea’s pilot expands participation from seven to nine commercial banks, while increasing the maximum number of users from 81,000 wallets in the first trial to 500,000 participants.

The pilot will introduce biometric authentication, person-to-person transfers, automatic wallet top-ups, recurring payments, digital receipts and interest payments.

Most significantly, the programme will test government subsidy distribution using programmable deposit tokens that can carry predefined spending conditions.

Unlike retail CBDC models in some countries, the Bank of Korea issues a wholesale CBDC used by financial institutions, while participating commercial banks create blockchain-based deposit tokens that consumers use for payments.

The expansion follows encouraging technical results from the first phase but also exposes a key challenge facing CBDC projects worldwide.

Although approximately 81,000 digital wallets were opened during the initial trial, fewer than half became active for real transactions, demonstrating that technological capability alone does not guarantee consumer adoption.

The second phase therefore focuses less on infrastructure and more on practical functionality that resembles existing digital banking services.

By integrating programmable payments into familiar banking applications, authorities hope digital tokens become useful financial tools rather than experimental technology.

The programme demonstrates how CBDCs are evolving beyond digital cash into programmable financial infrastructure.

Government benefits distributed through programmable deposit tokens could reduce fraud, automate compliance and ensure funds are spent only for approved purposes.

For merchants, blockchain-based settlement may also reduce payment processing costs associated with conventional card networks.

However, the same programmability that enables targeted public spending also raises broader questions about financial privacy and user autonomy.

As governments gain greater technical ability to define where, when and how public funds may be spent, policymakers will face increasing pressure to balance administrative efficiency with individual financial freedoms.

South Korea’s pilot therefore reflects not only a technological experiment but also an emerging debate over the future architecture of digital money.

The Bank of Korea has described its model as a middle ground between a CBDC and a stablecoin.

Under the design, the central bank operates wholesale settlement infrastructure while commercial banks continue to manage customer-facing deposit tokens.

This hybrid approach differs from fully centralized retail CBDCs by preserving the banking sector’s role in payment distribution.

The initiative also unfolds as South Korean financial institutions pursue private-sector digital currency projects.

Several major banks are simultaneously developing won-backed stablecoins, illustrating that CBDCs and regulated stablecoins may ultimately coexist within the country’s digital financial ecosystem rather than compete directly.

South Korea’s expanded CBDC programme signals that central banks are moving beyond laboratory testing toward practical commercial deployment.

The country’s hybrid model seeks to combine the stability of sovereign money with the innovation of blockchain-based payment systems while preserving the role of commercial banks.
