Catenaa, Thursday, October 16, 2025- The crypto crime investigation group SEAL unveiled a new tool designed to help whitehat researchers report potential phishing websites with verifiable evidence of malicious activity.
Called Verifiable Phishing Reporter, the system uses a cryptographic scheme known as TLS attestations to prove researchers see what potential victims see, addressing limitations in traditional automated URL scans that often encounter CAPTCHAs, anti-bot protections, or cloaking by scammers.
SEAL said users can submit attestations for suspicious sites, which are then verified for authenticity and evidence of phishing. The tool, tested in private beta over the past month, is now publicly available.
Founded in 2024, SEAL previously released tools like SEAL-911 for crime reporting and SEAL-ISAC for connecting victims to expert researchers.
The non-profit organization receives backing from notable crypto investors and foundations, including a16z Crypto, Ethereum Foundation, and Paradigm.
SEAL’s new platform aims to improve security in the crypto ecosystem, allowing ethical hackers to reliably identify phishing attempts while maintaining proof that strengthens regulatory and law enforcement action.
