Catenaa, Thursday, December 04, 2025- Nokia announced plans to invest $4 billion in research and development across the United States, building on a previous $2.3 billion investment following its acquisition of Infinera.

The initiative, supported by the Trump administration, will span multiple years and focus on mobile, fixed, IP, optical, data center networking, and mission-critical technologies.

About $3.5 billion of the investment will target research, while $500 million will go toward manufacturing and R&D in states including Texas, New Jersey, and Pennsylvania. The company aims to advance AI-optimized networking solutions, automation, quantum-safe networks, semiconductor manufacturing, testing, packaging, and material sciences.

Nokia President and CEO Justin Hotard emphasized that the investment will enhance national network infrastructure and support AI-driven connectivity at scale. He said the initiative will strengthen the United States’ capacity for security, productivity, and technological innovation.

The expansion continues Nokia’s U.S. pivot, following prior investments in Infinera’s U.S. facilities, which benefited from CHIPS Act incentives. The company’s Bell Labs in New Jersey will play a central role, continuing its history of pioneering advances in digital communications, including the transistor and AI networking solutions.

Commerce Secretary Howard Lutnick highlighted the investment as a “win for America,” noting that it will support the development and domestic manufacturing of technologies critical for AI, data centers, and national security applications.

Nokia’s announcement follows Nvidia’s $1 billion investment in the company, aligning both firms on AI-driven radio access network development. The initiative positions Nokia to expand U.S. innovation capacity and maintain leadership in next-generation network technologies.
